I am directed by Secretary Sir E.Grey to acknowledge

the receipt of your letter of the 3rd instant, trans-

mitting the draft of a telegram which the Secretary of

State for the Colonies proposes to address to the

Officer Administering the Government of Hongkong on the

subject of opium.

In reply I am to inform you that Sir E.Grey concurs

in the terms of this telegram but would suggest that,
